California has launched the Cannabis Administrative Prosecutor Program (CAPP) to combat illegal cannabis activities by targeting financial aspects. The program, which is starting in Fresno, will work with local governments to address illegal cannabis as a public nuisance and a land-use issue. The program aims to be financially self-sufficient, planning to recover costs through fines, administrative orders, settlements, enforcement actions, and liens. The program will also assist the local legitimate cannabis industry and help grow Fresno’s tax base.
